From Arabic حُكْم (ḥukm) +‎ Persian دار (dâr). By surface analysis, حكم +‎ ـدار. Compare Azerbaijani hökmdar, Turkmen hökümdar, Uyghur ھۈكۈمدار (hükümdar), Uzbek hukmdor.
