Learned borrowing from Ancient Greek συμβουλεύω (sumbouleúō). By surface analysis, (συν-) συμ- + the ancient verb βουλεύω (bouleúō, take counsel) from βουλή f (boulḗ, decision) βουλ- + -εύω (suffix for verbs).
