Any plant that produces flowers; we have flowering#Adjective. Also for translations we have angiosperm. Mglovesfun (talk) 09:13, 23 August 2013 (UTC)
- The sole justification AFAICT would be that it is a formulaic phrase meant to include any angiosperm, whether or not a normal human, rather than a botanist, would say it was flowering. DCDuring TALK 12:11, 23 August 2013 (UTC)

- Keep. I would consider this a set phrase. It gets orders of magnitude more Google Books hits than "plants that flower", for which most hits seem to be for more granular uses (e.g., "plants that flower when daylength exceeds a certain critical value"). bd2412 T 22:23, 24 August 2013 (UTC)
