(intransitive, colloquial, humorous) to have too much to drink, but to be unsatisfied and want to drink more; to be drunk, but not blacked out (literally, “to underoverdrink”)

Sometimes cited as an example of the absurd in Russian word formation, since the prefixes недо- (nedo-) and пере- (pere-) are antonyms.
